Reference is made to the address to the Nation by H.E. the President of on 22nd September 2021 during which is among other things, announced the reopening of Higher Education institutions on November 1, 2021; as well as to National Council for Higher Education communication on re-opening of Universities and other tertiary institutions dated October 14, 2021 the critical key points therein being:
